Transaction Manager Service Disabled

One of our cluster servers is sending alerts with following error message.

com.wm.app.b2b.util.tx.TXJobException:[ISC.0063.9107] [TxMgr] Service Disabled

I restarted Tx service, but the alert continues. What could be the problem? We use webMethods6.0.1
